The Collapse of the 28-Clause Peace Proposal for Ukraine: Why Peace Negotiations Continue to Falter

Europe felt a moment of respite on Monday, as the crisis sparked by the announcement of a new 28-article proposal for resolving the conflict appeared – momentarily – to have been stabilised. A American diplomat spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its retaliation: an extensive attack of aerial bombardment on Kyiv.

The Rhythm of Peace Talks and Military Action

The sequence of conflicting incidents captured the grim essence of the current period. By day, negotiation efforts are fought: optimistic declarations are delivered from multiple capitals. Immense energy is devoted on containing specific proposals. By night, the Kremlin clearly shows the world that, for them, conflict continues to be the primary tool for achieving "peace".

After-Dark Attacks

As military strikes developed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was exposed. Ukraine is equipped to monitor missile launches from Russian territory, a capability provided through current data. From vantage locations, defense planes that had been scrambled to engage hostile cruise missiles streaked across the sky – modern combat jets supplied to Ukraine by NATO members.

Shortly after, Kyiv's missile defense activated: multiple launches targeted at a incoming threat. This was a sophisticated defense system at work, presumably provided by allied countries. Every launch jolts you unexpectedly, rattling buildings. The moment of terror quickly gives way to sober acceptance: possibly the approaching threat won't hit its mark this time, preventing destruction from devastation and another blackout.

Persistent Threats

Not long after, a large-caliber weapon fired at a unmanned aircraft close by, part of a defensive team – probably imported technology. Regrettably, the bullets missed the enemy aircraft – it maintained course toward its destination.

Periodically, this persisted until dawn. Kyiv awoke to the early updates: multiple fatalities, destruction and heating outages in many homes as a result of the nocturnal offensive. As always, everyone still maintained normal activities – enduring hostilities. But those full day encapsulated Ukraine's essential dependence on Western support – a need that regional partners are evidently unprepared to fill in the near term.

Failed Diplomacy

The detailed framework from American leadership provoked deep reactions, discussion and serious worry – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and bilateral conferences.

Every new initiative from US leadership unfolds according to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, manages to fend off. They manage the tension but never actually achieve victory. This pattern will, certainly, continue.

Tactical Assessments

It is easy to blame certain parties of repeatedly advocating Russian terms. But that does not seem to be the entire situation. Washington works based on a premise familiar among experienced diplomats: you cannot secure via talks what you have failed to defend militarily. The American government believes that it is impossible to pressure the Kremlin to surrender the areas that it already controls in Ukraine's south or east.

The challenge is that while accepting these circumstances, US leadership does nothing to prevent Kremlin actions, through diplomacy or military means, from believing that the current condition will not shift further in its favour in the coming year.

Divergent Views

Therefore, Moscow is convinced that duration works to their advantage – that Ukraine and its allies are approaching exhaustion. Their incentive to agree to terms that does not give them the greatest potential benefit is almost completely absent. There may be multiple initiatives to end hostilities, but they will persist as long as Russia's leadership remains completely certain in the outcome.

On the contrary, Ukrainian leadership believes that Ukraine can still endure, slowly losing lives and land but avoiding a complete military breakdown until situations evolve in its benefit.

Current Realities

Factually, there are no genuine requirements for a ceasefire. Now, individual motivations are coming into play: personal goals to negotiate peace and obtain worldwide acknowledgment, and Kyiv's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the flag against any proposal Kyiv finds unworkable, so that their priority does not switch to internal issues. And although their mission will now be considerably more difficult after current events, it remains very improbable that this will change their overall approach.

These conflicting dynamics are influencing discussions.

Summary and Prospects

It took a mere seven days to eliminate the proposed articles of the most recent proposal. Aggressive and erratic handling of the matter by US administration, opposition by Ukraine and the rest of Europe, along with calming attempts of negotiators, and finally, latest revelations, all achieved their purpose.

While new plans based on established approaches are forthcoming, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are rooted in Kremlin requirements and show particular unwillingness to modify developments, if they remain united and enhance their military capacity at a much faster pace. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the foreseeable future, largely rely on sustained allied backing.
